Iowa lawmakers have introduced companion bills that would expand the state’s authority to crack down on illegal gambling activity, including sweepstakes casinos.
On January 20, the House State Government Committee introduced House Study Bill 586 (HSB 586), a companion measure to Senate Study Bill 3040 (SSB 3040), which was introduced last week by the Senate State Government Committee.
The proposals would expand the Iowa Racing and Gaming Commission’s (IRGC) authority to pursue civil enforcement actions against unlicensed gambling.
Both measures now sit in the committees that have introduced them.
Key Provisions With Direct Implications for Sweepstakes Casinos
The bills amend Iowa Code Chapter 99F to expand the IRGC’s enforcement powers. They remove ambiguity around the Commission’s ability to act against unlicensed operators.
While the bills do not explicitly mention sweepstakes casinos, their language is broad enough to give regulators a direct enforcement pathway against the dual-currency sweepstakes platforms.
Explicit Authority Over “Illegal Sweepstakes”
The most consequential provision for Lucky Cola casino is language granting the IRGC authority to pursue civil enforcement actions against unlicensed platforms offering games of chance, gambling, sports wagering, or illegal sweepstakes.
“To take any other action as may be reasonable or appropriate to enforce this chapter and the commission rules, including but not limited to issuing cease and desist orders and obtaining injunctive relief against a person offering games of chance, gambling, sports wagering, or illegal sweepstakes in this state without holding an appropriate license issued by the commission or otherwise being specifically authorized by law.”
The language explicitly references “illegal sweepstakes.” It places those platforms within the IRGC’s enforcement authority. It also allows regulators to pursue injunctive relief, enabling court-ordered shutdowns rather than relying solely on informal warnings or post-hoc penalties.
Civil Enforcement Tools: Cease-and-Desist Orders and Injunctions
The bills make clear that enforcement is not limited to criminal prosecution. Instead, they grant regulators civil enforcement powers, including the authority to issue cease-and-desist orders and seek injunctive relief.
Notably, Nevada took a similar approach last year. While it did not explicitly ban sweepstakes casinos, it gave regulators broader enforcement powers. That approach resulted in almost all platforms exiting the state.
Broader Unlawful Gambling Consequences
Beyond sweepstakes-related implications, the bills also expand penalties tied to unlawful betting activity. That includes lifetime bans from Iowa-licensed gambling for individuals convicted of violations involving sports wagering.

Iowa’s proposals fit within a broader 2026 trend in which states are moving decisively to rein in sweepstakes casinos and other unregulated online gambling platforms.
Unlike earlier legislative cycles that focused on defining sweepstakes legality, this year’s bills emphasize enforcement authority, administrative remedies, and ecosystem-wide liability.

- Maine: Lawmakers are discussing legislation that would treat online casino-style sweepstakes as illegal gambling. The proposal would empower regulators to pursue civil enforcement actions rather than relying solely on criminal statutes.
- Florida: New proposals broaden the state’s definition of illegal gambling to capture online sweepstakes platforms that simulate casino play while offering cash-equivalent prizes.
- Indiana: Lawmakers have discussed legislation that would amend Indiana law to include a statutory definition of a “sweepstakes game.” It would explicitly classify it as illegal gambling. At its initial hearing, legislators questioned whether regulation is a path forward.
- Maryland: Companion measures seek to prohibit “interactive games.” That includes those that “utilize multiple currency systems of payment allowing the player to exchange the currency for any prize or award or cash or cash equivalents.”
- Mississippi: Lawmakers are revisiting gambling enforcement statutes to explicitly include sweepstakes-style gaming within the scope of prohibited activities.
- Virginia: Proposed legislation that would legalize online casinos also includes a provision to prohibit dual-currency sweepstakes casinos.
- Oklahoma: Bills introduced in 2026 would redefine illegal gambling to include online sweepstakes casinos.
- Utah: Consistent with its historically strict gambling posture, Utah lawmakers are moving to codify sweepstakes casinos as “fringe gambling.”
Variations in State Enforcement Strategies
While the policy objective is broadly shared, states are pursuing different legal strategies to reach it:
- Criminal Redefinition: Some states are expanding statutory definitions of illegal gambling to explicitly encompass sweepstakes and dual-currency gaming models.
- Civil and Administrative Enforcement: Others are prioritizing cease-and-desist authority, injunctions, and regulator-driven shutdowns over criminal prosecution.
- Ecosystem Liability: A growing number of proposals extend liability beyond operators to payment processors, affiliates, software vendors, and other intermediaries.
